The following Terms & Conditions govern your use of the Global Debate and Public Policy Challenge (the “Challenge”) website (www.gdppc.idebate.org) (the “Website”). By visiting the Challenge's website, you specifically and automatically agree to abide by these Terms & Conditions.  If you do not agree to be bound by these Terms & Conditions, please do not use or submit any information to the Website. 

The Challenge reserves the right to modify these Terms & Conditions at any time without prior notice. Your continued use of this site following the posting of any changes to these Terms & Conditions shall mean that you have accepted the changes in their entirety.

Our Terms & Conditions constitutes a legally binding agreement between you and the Challenge and as such, affects your legal rights.  The Challenge has the right to enforce these Terms & Conditions and to restrict or prohibit your access to the Website.  Any decision taken by the Challenge with respect to restricting or prohibiting access to the Website or to any other enforcement issue shall be final and not subject to appeal.  Nevertheless, anyone wishing to lodge a complaint or to challenge a decision made by the Challenge is invited to send an e-mail with a description of the grievances to grievances@gdppc.org.   

Use of Materials on this Site

In keeping with the Challenge’s goals and mission, it is the Challenge’s policy to allow others to share the instructional and otherwise educational materials posted on the Website under a Creative Commons Attribution-NonCommercial-NoDerivs 2.0 Unported license (CC BY-NY-ND 3.0) (see http://creativecommons.org/licenses/by-nc-nd/3.0/ for more information), unless otherwise noted.  Accordingly, you may copy, reproduce, and distribute content from the Website that is owned or controlled by the Challenge, provided that: (1) the particular article or section is reproduced in its entirety in its original form and that you do not edit or otherwise change the substance or the content of material that you copy from the Website, or change or delete any copyright, trademark, and other proprietary notices; (2) all copies include a statement that the material was reproduced from www.gdppc.idebate.org with the permission of the IDEA Central Foundation; (3) all copies include the following notice, "CC BY-NY-ND 3.0 IDEA Central Foundation.  All Other Rights Reserved”; (4) the copies are distributed only for non-commercial educational or fair use purposes; (5) the copies are distributed at no charge; and (6) you make clear to others the license terms of these materials. Provided you comply with all of these conditions, the Challenge grants you a non-exclusive license to reproduce, copy, and distribute the materials on the Website.

The above Creative Commons license shall not apply to: (1) any of the materials (either print or graphic) posted by Challenge participants or other parties on the Website, including but not limited to on discussion boards, debate fora, and other areas where items are posted without the expectation that they be reproduced off of the site by parties not authorised by the Organiser; (2) photos or images of the participants or other persons contributing to or participating in the Challenge; or (3) other personally identifiable information that by its nature should not be reproduced or disseminated widely.

Other than as specifically described in the preceding paragraphs, you may not copy, reproduce, distribute, modify, display, republish, transmit, repost, or otherwise use the content on the Website without prior written permission from the IDEA Central Foundation. To request such permission, please contact info@gdppc.org. The name “Global Debate and Public Policy Challenge”, the cartoon bubble logo, and all related indicia are the properties of IDEA Central Foundation, and in no event may they be reproduced separately from the textual content associated with them on the Website.

In addition, as a condition to your use of this website, you agree that you will not use the Website for any purpose that is unlawful or prohibited by these Terms & Conditions.

By interacting with the Website and/or participating in or posting to any discussion boards, lists, or other forums of the Website (“Forums”), you represent and warrant to the Challenge the following: That, for good and valuable consideration, the receipt and sufficiency of which you acknowledge by your interaction with this website and/or your participation in or posting to any Forum, you shall not submit, upload or post to any Forum any text, graphic material, or other information or data (singly or collectively, “content”) that (1) libels, defames, invades privacy, or is obscene, pornographic, abusive, or threatening; (2) infringes any intellectual property or other right of any person or entity, including, but not limited to, infringement of copyrights or trademarks; (3) falsifies or deletes author attributions, legal notices, or other proprietary designations; (4) violates any law; (5) contains viruses, corrupted files, or other materials that may cause damage to another’s computer; or (6) advertises or otherwise solicits funds or sales of goods or services. You also agree not to interfere or attempt to interfere with the operation of the Website in any manner or to attempt to gain unauthorized access to the Website, or to any other computer systems through the Website. You agree that you will not use the Website in any manner that could damage, disable, overburden, or impair the site or interfere with any other user's use and enjoyment of the site. Unauthorized use of the Website, including but not limited to unauthorized entry or attempted entry into any systems, misuse of passwords, misuse of any information posted to the Website, or illegal conduct is strictly prohibited.  If you violate any of these Terms & Conditions, the Challenge may immediately terminate your access to the Website without notice. The Challenge retains the right to deny access to anyone at its discretion for any reason

Copyright Notice

The Challenge is organised by the IDEA Central Foundation, a private foundation, established under Belgian law.  IDEA Central Foundation is part of the International Debate Education Association (IDEA) network, composed of independent, non-governmental, not-for-profit organizations established to promote, organize, and sustain debate activities throughout the world. 

Unless specified otherwise, IDEA Central Foundation shall own or control all intellectual property rights and other rights arising from the Challenge, and shall thereby own or control all materials that appear on the Website, including, but not limited to, text, artwork, photographs, graphics, audio and video clips. The IDEA Central Foundation’s rights in and to all materials on this website are protected by national and international laws.


The Challenge works to maintain the privacy of any personal information that may be collected though the Website.  

Please note, however, that, though the Website has reasonable security measures in place, the Challenge does not represent, warrant, or guarantee that personal information will be protected against unauthorized access, loss, misuse, or alterations.  Similarly, the Challenge disclaims liability for personal information submitted through the Website.  Users are hereby advised that they submit such personal information at their own risk.

The Website includes temporary and permanent links to other websites. These websites are outside of our control, and the privacy policies and terms and conditions of these sites may differ from our own.  The Challenge hereby disclaims responsibility for the privacy and security practices of other websites, or for the nature of the content contained therein. Links to non-Challenge websites do not constitute endorsement of those websites by the Challenge.  We encourage you to read the privacy policies and terms and conditions of such sites before disclosing any personal information to those sites.

Discussion Boards and Online Forums

The information and opinions expressed in materials posted by visitors on Forums or other places on the Website do not represent those of the Challenge or of organisations conducting or sponsoring the Challenge.  The Challenge makes no representations or warranties regarding such posted materials and does not monitor, control, or accept liability for any information posted to the Forums.

The Challenge’s Forums are public, not private communications. Therefore, any personal information you voluntarily disclose can be collected and used by others and may result in unsolicited messages. The Challenge specifically disclaims responsibility for such third parties’ usage of any information posted to the Forums.

By posting any content on our Forums, you agree to indemnify and hold harmless the Challenge, the IDEA Central Foundation or any other organisation belonging to the IDEA network, and their current and former trustees, officers, staff, consultants, and agents, if any, from and against any and all third party claims, demands, fines, penalties, damages, liabilities, costs, fees, expenses, or amounts, of any kind or nature whatsoever, including, without limitation, attorneys fees, arising or resulting from or in connection with your breach of the foregoing representations and warranties to the Challenge or to the organisations responsible for organising the Challenge.

By posting content on a Forum, you acknowledge and agree that you thereby grant to the IDEA Central Foundation and to other users of the Website a perpetual, royalty-free, irrevocable, and unrestricted worldwide right and license to use, reproduce, modify, adapt, publish, translate, create derivative works from, and distribute the posted content or incorporate the posted content into any form, medium, or technology now known or later developed for any purpose, including, without limitation, advertising and promotion, and that you thereby waive all "moral rights" with respect to the posted content.

Release and Indemnity

For good and valuable consideration, the receipt and sufficiency of which you acknowledge by your INTERACTION WITH this website AND/or participation in or posting to any Forum, you hereby agree to release and waive any and all claims and/or liability against the challenge, the idea central foundation and any other organisation belonging to the idea network, and their current and former trustees, officers, staff, consultants, and agents, if any, arising from or in connection with your use of the Challenge's website. SUCH LIABILITY SHALL EXTEND TO ANY DAMAGES, WHETHER DIRECT, INDIRECT, PUNITIVE, INCIDENTAL, SPECIAL OR CONSEQUENTIAL.  You also agree to indemnify and hold harmless the Challenge, and its current and former trustees, officers, staff, consultants, and agents, if any, from and against any and all actual or potential costs, fees, damages, assessments, penalties, sums, or amounts of any kind or nature whatsoever, including, without limitation, attorneys’ fees, arising from or in connection with your use of the Challenge's website or failure to abide by applicable law.


Governing Law

These Terms & Conditions shall be governed by and construed in accordance with the laws of the Belgium applicable to contracts to be fully performed within that country.  You agree that, unless expressly waived by the Challenge or IDEA Central Foundation, any dispute arising from these Terms & Conditions or use of our website shall be finally resolved by the courts of first instance in the Brussels judicial district in Belgium. Venue of any court proceeding related thereto shall lie exclusively within the courts of Brussels in Belgium.
